The Partido de Nicoya — the administrative district that would become Guanacaste province — voted to join Costa Rica on July 25, 1824, separating from the newly independent Federal Republic of Central America. The annexation was the result of a local plebiscite, making it one of the few territorial acquisitions in Latin American history achieved through popular vote rather than war or treaty imposition. Costa Rica has commemorated this date annually ever since, and July 25 remains a national holiday.

The colorized finish was applied post-mint, a commercial decision now common among commemorative issues targeting collector markets rather than circulation.
