Issued to mark the bicentennial of the 1797 Gual and España conspiracy, one of the earliest organized independence movements in Spanish South America. Manuel Gual and José María España plotted to establish a republic in Venezuela drawing heavily on the ideals of the French Revolution — their drafted constitution called for the abolition of slavery and racial equality, radical positions for the colonial Caribbean at the time. Spanish authorities crushed the plot before it launched. España was captured and publicly executed in Caracas in 1799; Gual died in exile in Trinidad shortly after.
