Panama's 1983 gold issues were produced under the administration of Ricardo de la Espriella, during a period when the country had no central bank and relied entirely on the U.S. dollar for domestic circulation — the Balboa existing only as a unit of account and in commemorative coinage. The 500 Balboas denomination had no transactional function whatsoever; these were produced explicitly for the international collector market and export, with proceeds supporting government revenue.
The owl butterfly series sits within Panama's broader 1983 conservation program, coordinated in part with the Smithsonian Institution's wildlife preservation initiatives active in the region at the time.
