The 1978 OAS commemorative was struck to mark the Organization of American States' founding, though Panama's relationship with that body had been complicated by years of canal sovereignty disputes. The Torrijos-Carter Treaties, signed just months before this coin was minted, resolved the canal question and dramatically reoriented Panama's diplomatic posture in the hemisphere — making the timing of an OAS commemorative issue pointed rather than incidental.
