Series 14 was issued to mark the fiftieth anniversary of Bhumibol Adulyadej's accession to the throne — the Golden Jubilee of 1996 — making this a commemorative issue tied to a specific dynastic milestone rather than a routine replacement series. Thailand's Note Printing Works had been producing domestic issues since 1969, and by the mid-1990s the facility was fully capable of handling the full production run without foreign contract printers.

The watermark security on this series has been noted by collectors as relatively straightforward compared to later Thai issues, which incorporated polymer substrates and more complex optical features from the early 2000s onward.
