Rwanda's collector coin program expanded aggressively in the early 2010s through partnerships with the European Mint and similar private minting houses, producing themed bullion and novelty issues well outside any domestic circulation need. This piece is part of that commercial output — a lunar series entry aimed squarely at the international collector market, with Rwanda's name on the obverse essentially functioning as a licensing arrangement rather than a reflection of domestic monetary policy.
The "3D" designation refers to a domed or lenticular surface treatment applied during striking, a technique increasingly adopted by the Bern-based B.H. Mayer's Kunstprägeanstalt and comparable facilities handling such contracts around this period.
