Rwanda's dragon coin series was part of a broader wave of Asian-themed collector issues produced for the Chinese New Year market in the early 2010s, largely targeting buyers in Southeast Asia and the Chinese diaspora. The 2012 Year of the Dragon held particular commercial weight — the dragon year is considered the most auspicious in the twelve-year cycle, driving demand for commemorative pieces well above that of other years in the series. Rwanda's participation was purely a licensing arrangement; the coins were designed, struck, and distributed by European minting contractors with no meaningful connection to Rwandan monetary policy.
The applied 3D element distinguishes this from flat-struck issues in the same program.
