Rwanda has no operational railway. The East African Railway depicted here refers to a long-discussed regional infrastructure project — the standard-gauge network intended to connect Rwanda, Uganda, Burundi, and Tanzania — that remained largely unbuilt at the time of this coin's issue and for years afterward. Rwanda's participation in such commemorative issues during the late 2000s was partly a revenue strategy: the National Bank licensed numismatic programs specifically to generate foreign exchange, with the coins sold almost entirely to overseas collectors and never intended for domestic circulation.
