Rwanda is landlocked — the nearest ocean is roughly 1,400 kilometers away. The dolphin series was issued purely for the international collector market, a common revenue strategy among smaller nations whose mints produce little for domestic circulation. Rwanda's central bank authorized several such wildlife-themed silver issues in the late 2000s and early 2010s, most struck by European contract mints with no connection to the depicted fauna whatsoever.
