Rwanda's National Bank issued this piece during a period when the country was aggressively expanding its commemorative program to attract hard-currency revenue from the collector market — a strategy adopted by several small African nations in the 2000s as a reliable source of foreign exchange that required no raw material extraction and minimal infrastructure. The elephant series was produced through a European minting contractor, as Rwanda had no domestic striking facility of its own.
