Afghanistan in 1999 was under Taliban control, a government unrecognized by the IOC and most of the international community. The country had no functioning mint, no Olympic team, and no plausible connection to the Sydney 2000 Games. This coin was produced entirely for the collector market by a private licensing arrangement — a practice that flourished in the 1990s when several numismatic agencies acquired the rights to issue legal-tender commemoratives under the names of poorly-monitored issuing authorities.
The face value is nominal fiction. No 500 Afghani coin ever circulated in Afghanistan.
