P#73 belongs to the post-Taliban reconstruction series introduced after the 2002 currency reform, when the new afghani replaced the severely debased mujahedeen-era notes at a rate of 1,000 old afghanis to one new. The 500-afghani denomination was one of the higher-value notes in that inaugural polymer-free run, printed on cotton substrate at a time when Afghanistan's monetary infrastructure was being rebuilt almost from scratch under IMF guidance.
The "30.04.1945" print date almost certainly reflects the Afghan Solar Hijri calendar rather than the Gregorian — SH 1383 corresponds to 2004 CE, and that date format is consistent with the series.
