Afghanistan was in the grip of Taliban consolidation in 1996, with Kabul falling in September of that year. This coin was almost certainly produced under a licensing arrangement through a foreign mint or issuer acting on behalf of — or in spite of — whatever nominal government authority existed at the time. The Taliban administration that seized power held no particular interest in World Cup commemoratives, making the actual issuing authority here something of a legal fiction.
