Kleve's Kreiskommunalverband was one of hundreds of German district administrations that resorted to emergency currency — Notgeld — during the hyperinflation of 1923, when the Reichsbank could not print fast enough to keep pace with collapsing purchasing power. By the time 500,000-Mark denominations were circulating at the district level, the value they represented was already eroding within days of issue. Local authorities had both the legal latitude and the practical necessity to fill the gap.
The guilloche underprint is a nod toward anti-counterfeiting convention, though at this denomination and this moment in the inflation spiral, forgery was barely a rational crime.
