Kreis Moers was one of hundreds of German municipal and district authorities that issued emergency currency — Notgeld — during the hyperinflation of 1923, when the Reichsmark was collapsing so rapidly that the central government could not print legal tender fast enough to meet daily transaction needs. By the time 500,000 Mark denominations were being issued at the district level, the purchasing power of that sum had already become laughable; notes of this face value were often obsolete within days of printing.
The countersignature "i.V. Schoor" indicates the note was signed per procuration — on behalf of a superior authority — which was common in district-level administrations where the Landrat delegated signing authority during the chaotic summer and autumn of 1923.
