Jugopetrol was a Yugoslav state petroleum company, and this note is one of several emergency commercial scrip issues that circulated in Montenegro during the hyperinflationary collapse of 1993 — the same crisis that ultimately produced the 500 billion dinar banknote before the currency was redenominated in January 1994. With the official dinar effectively worthless, fuel companies and other enterprises issued their own paper instruments to facilitate trade.
That ZIN printed this piece is significant. ZIN was the official Yugoslav banknote printing works, which means Jugopetrol had access to genuine security infrastructure — watermarked paper, a proper press — rather than improvised printing. This is not emergency scrip in the crude sense; it was produced to banknote standards.
