These notes were issued under the Kościuszko Insurrection — the desperate 1794 uprising against the partitioning powers of Russia and Prussia. The Supreme National Council needed to fund military operations quickly, and Poland had no functioning central bank. The result was an improvised paper currency backed by nothing more than the authority of a revolutionary government fighting for national survival on two fronts simultaneously.
The embossed dry stamp was the primary defense against forgery — a low-tech solution that proved inadequate. Contemporary accounts record significant counterfeiting, particularly in territories under Prussian influence.
The insurrection collapsed by November 1794, and with it any redemption prospect for holders of this paper.
