The Tung Pei Bank of China was established by the Chinese Communists in Manchuria in 1945, immediately following the Soviet occupation that displaced Japanese administrative control of the region. It functioned as a regional financial instrument of the People's Liberation Army's Northeast Bureau, issuing currency to fund military operations and civilian administration simultaneously — a dual purpose that makes the 1947 series particularly significant within Communist wartime finance.
By 1948, the Tung Pei currency was absorbed into the unified Renminbi system when the People's Bank of China was formally established. Notes from this bank had a short operational window.
