The Three-River-Source region — the Tibetan Plateau headwaters feeding the Yangtze, Yellow, and Mekong rivers — was designated China's first national park under a 2021 reform that dissolved the previous overlapping reserve system managed by five separate ministries. That administrative consolidation was itself politically contentious, taking nearly a decade of inter-agency negotiation before the State Council approved the pilot zone in 2016.
