The Bank of Kirin (吉林省银行) was reconstituted under Soviet-backed Chinese Communist administration following the Red Army's entry into Manchuria in August 1945. Notes issued in 1946 were part of a rapid effort to establish financial infrastructure in the Northeast before Nationalist forces could consolidate control — a race that defined the entire monetary landscape of the region during those months.

The S-prefix Pick designation reflects its provincial and quasi-governmental character. Kirin provincial notes of this period are notoriously prone to foxing and edge deterioration due to the low-grade wartime paper stock used.
