The 1991 Panda gold series marked ten years since the People's Bank of China launched the program in 1982 — a deliberate move to compete with the Krugerrand and Maple Leaf in international bullion markets. China priced early issues aggressively, and Western collector demand outpaced domestic interest almost immediately. The anniversary year brought a reduced mintage relative to surrounding dates, a pattern that has held up in secondary market pricing.
That year also saw the last of the bamboo-forest reverse designs before the series began rotating imagery annually with greater frequency, making the 1991 issue a transitional point in the program's design history.
