Liu Shaoqi served as Chairman of the People's Republic from 1959 until the Cultural Revolution consumed him. Branded a "traitor, renegade, and scab" by Mao's faction in 1968, he was stripped of all offices, denied medical treatment, and died in detention in 1969. His formal rehabilitation came only in 1980, eleven years after his death, when the Party reversed its verdict entirely. This coin was issued eighteen years after that rehabilitation, for the centenary of his birth — a state acknowledgment that sits uncomfortably against how thoroughly the same state destroyed him.
