The 1980 South Pacific Festival of Arts was held in Port Moresby — only the third staging of the event since its founding in 1972, and the first time Papua New Guinea had hosted it. The festival brought together performers and craftspeople from across Melanesia, Micronesia, and Polynesia, and the government commissioned this commemorative issue specifically to mark the occasion rather than for general circulation.
