Kazakhstan's claim to this subject is more than ceremonial. Baikonur Cosmodrome, leased from Kazakhstan by Russia, has been the launch site for every crewed ISS mission since the station's first resident crew arrived in 2000. The 2013 issue coincided with continued Kazakhstani negotiations over Baikonur lease terms — a politically sensitive arrangement that had been renegotiated as recently as 2004, extending Russian operational rights through 2050.
