Kazakhstan's constitution, adopted in 1995, was the product of a referendum held under contested circumstances — opposition groups and international observers raised serious doubts about the vote's legitimacy, and the document concentrated executive power in President Nazarbayev to a degree unusual even among post-Soviet states.
