Applied Currency Concepts produced a series of state-themed novelty polymer notes in the early 2000s, marketed primarily as collectibles and promotional items rather than any form of circulating currency. They carry no legal tender status and were never issued by a government authority. The hologram strip is decorative rather than anti-counterfeiting in any regulatory sense — there was no currency to counterfeit.
Red Cloud, Nebraska, named for the Oglala Lakota chief, is best known as the hometown of Willa Cather. Whether that connection informed Hamilton's design choice is unrecorded.
