Somaliland declared independence from Somalia in 1991 following the collapse of the Siad Barre regime and the civil war that effectively destroyed the southern state. This note, issued just three years later, was part of the first currency series the self-declared republic produced — a practical assertion of administrative function at a time when Somaliland had no international recognition and no access to IMF or World Bank facilities.

The shilling series was printed despite Somaliland's complete diplomatic isolation, funded and organized entirely outside normal sovereign channels. No country has formally recognized Somaliland to this day.
