Kenya's third series of shilling notes coincided with a period of acute political pressure on the Central Bank — Eric Kotut served as Governor from 1988 to 1993, his tenure bookended by the controversial single-party consolidation under Moi and the eventual return to multiparty elections in 1991. The two signature combinations on P#26 reflect Kotut's different deputy counterparts across the run, making the pairing a useful proxy for narrowing issue dates within the 1990–1992 window.

Thomas De La Rue had printed Kenyan currency since independence, and this series continued that unbroken relationship.
