Chinese municipal grain ration coupons occupy a category many collectors overlook entirely. These were not currency — they were entitlements, issued by local grain bureaus under the state rationing system that had governed staple food distribution since the early 1950s. A resident without the appropriate coupon simply could not purchase their allocation, regardless of whether they held cash.

Pingxiang, a coal-mining city in western Jiangxi, maintained its own municipal ration infrastructure separate from provincial and national coupon series, which is why local issues like this one circulated only within city limits. The system was wound down nationally through the late 1980s and early 1990s, with most municipalities abolishing grain rationing by 1993 — making 1984 a relatively late-middle-period issue, still several years before abolition began.

Surviving examples are common in used condition; mint hoards are rarer, as these were consumed instruments by design.
