Chinese municipal grain coupons (粮票) were a product of the rationing system introduced nationwide in 1955, under which urban residents received allocations of staple foods tied to their household registration. Harbin's bureau-issued stamps remained in use well into the reform era — 1985 falls squarely in the period when market liberalization was already eroding the system's logic, yet the bureaucratic infrastructure kept printing. National grain rationing was formally abolished in 1993.

The "shi jin" (市斤) unit equals half a kilogram, placing this coupon at a 25-gram entitlement — a single modest meal's worth of grain. Provincial and municipal issues vary enormously in survival rates; Harbin examples from this period are not systematically scarce, but few were preserved intentionally.
