Austria assumed the rotating presidency of the EU Council in the second half of 1998 — its first such presidency since joining the Union in 1995. The commemorative issue coincided with a politically charged moment: Austria was simultaneously preparing for the transition to the euro, scheduled to replace the Schilling on January 1, 2002, making this one of the final years in which a Schilling-denominated commemorative carried any forward-looking institutional weight.
