The Dewan Pertahanan Daerah Banten issued this note during the Indonesian National Revolution, when Dutch military operations had fractured the republican administrative structure into isolated pockets of resistance. Regional defense councils across Java filled the resulting vacuum by printing their own emergency currency — the Banten council being among the more organizationally coherent of these local authorities.
Local production in Serang meant limited equipment, which makes the presence of a guilloche underprint notable: it suggests access to at least rudimentary security printing capability, possibly repurposed civilian machinery.
