The Central Bank of Seychelles was established in 1983, replacing the Seychelles Monetary Authority, and this 1989 note falls squarely in the early period when the institution was still consolidating its monetary framework following nationalization policies introduced under France-Albert René's single-party government. De La Rue's involvement was continuous across this transitional stretch — the relationship predated the central bank itself.

Pick 34 is one of the shorter-lived types in the Seychellois series; the design family was retired and substantially revised in the early 1990s. Notes from this particular issue that show genuine heavy circulation are less common than the survival rate might suggest, largely because tourist-driven economies tend to turn over smaller denominations faster than mid-value notes like the 50 Rupees.
