Zhytomyr in 1918 was a city passing through multiple occupations — German, then Ukrainian People's Republic, then Soviet — and local institutions issued their own scrip partly out of necessity and partly to assert administrative presence. The United Bank's Zhytomyr branch was one of several commercial banks that resorted to emergency notes when the collapse of the imperial rouble system left virtually no small-denomination currency in circulation.
