The Zhytomyr Branch of the State Bank issued these notes during the extraordinarily volatile period when Zhytomyr changed hands repeatedly among Ukrainian People's Republic forces, the Bolsheviks, and various other armed factions. Locally printed emergency currency of this kind filled a vacuum left by the collapse of central banking authority — the State Bank network in Ukraine fragmented into essentially autonomous regional issuers, each printing what was needed to keep local commerce functional.
Provincial printings from this period are notoriously uneven in quality and frequently show weak impression or irregular trimming. Surviving examples in any coherent condition are genuinely uncommon.
