Issued in the final months of the war, this bond was part of the fourth and last Soviet war lottery series — a forced savings mechanism dressed as a patriotic investment. Workers across the USSR were expected to subscribe, with wages often withheld as a matter of course. Actual voluntary participation was rarely distinguishable from compulsion.

Goznak's Moscow facilities had maintained wartime production through extraordinary logistical strain, including the partial evacuation of equipment eastward during the 1941 German advance. By 1945 the presses were back at full capacity. Winners were determined by lottery draws held over a ten-year redemption period, with prizes paid out in cash.
