Semirechye — the "Seven Rivers" region of Central Asia — was one of the most geographically isolated theaters of the Russian Civil War. Cut off from reliable Bolshevik and White supply lines alike, local administrations issued their own scrip out of practical necessity rather than political ambition. This note is part of that emergency emission, authorized by the regional administration as the area descended into a prolonged and brutal conflict that would not resolve until the Red Army consolidated control in 1920.
The S1130 series is known for poor-quality paper stock and inconsistent printing registration — a direct consequence of what was available in the region at the time, not a production oversight.
