The "Zaym Svobody" — Freedom Loan — notes were issued by the Provisional Government in 1917 as a war financing instrument, essentially a bearer bond dressed as currency. The Samara Directory designation refers to their circulation territory under the Committee of Members of the Constituent Assembly (Komuch), which controlled the middle Volga region during the Civil War and accepted these Provisional Government obligations as legal tender after the Bolsheviks had already repudiated them elsewhere.
Petrograd printing origin is confirmed for this series. The notes circulated across multiple competing jurisdictions as the front lines shifted, which accounts for the range of condition and the occasional pencilled endorsements found on surviving examples.
