The Samara Directory notes are a specific category of Russian Civil War-era provisional issues — not products of 1914 monetary policy despite the printed date. The "1914" refers to the underlying State Treasury obligation design borrowed for the series, not to the year of actual issue. These notes circulated in the Volga region under the Committee of Members of the Constituent Assembly (Komuch), the short-lived anti-Bolshevik government that controlled Samara from June to October 1918 before being displaced by Kolchak's forces.
Komuch overprinted or adapted existing treasury forms precisely because they lacked printing infrastructure. The borrowed date caused persistent confusion among both contemporaries and later cataloguers.
