This note was issued by the Nizhny Novgorod Aircraft Plant — not a state bank, not a regional authority, but an industrial enterprise. Factory-issued scrip of this kind reappeared in Russia during the wage arrears crisis of the 1990s, when cash shortages forced employers to pay workers in internal currency redeemable only at company stores. By 2007, when this piece was produced, that emergency had passed; notes like this were being issued for commemorative or promotional purposes rather than genuine payroll necessity.
The polymer substrate is notable — most Russian factory scrip was printed on ordinary paper stock.
