The "Займъ Свободы" — Liberty Loan — notes were authorized by the Provisional Government in the spring of 1917 as a fundraising instrument to keep Russia in the First World War, not as conventional currency. The public was invited to subscribe; the notes functioned as bearer bonds rather than banknotes proper, carrying a 5% interest rate.

The Kuban attribution on S493 reflects post-October redistribution: these notes circulated across multiple breakaway and regional authorities after the Bolshevik seizure of power, with the Kuban region among several that accepted and restamped or simply used surviving Provisional Government paper. The original issue predates the political fragmentation that gives the series its catalog complexity.
