Kislovodsk, a spa town in the northern Caucasus, became one of dozens of localities forced to issue their own currency during the catastrophic monetary fragmentation that followed the Bolshevik seizure of power. The People's Bank branch designation reflects the renaming campaign of late 1917, when the new government rebranded the imperial State Bank network — though in practice these provincial branches were operating with enormous autonomy, often printing or authorizing notes simply to keep local commerce functioning.

The handstamp authentication on this issue is characteristic of the region's improvised emission practices: central validation infrastructure had collapsed, and a rubber stamp from the branch manager's desk became the sole guarantor of legitimacy. White Army forces captured Kislovodsk in 1918, abruptly ending the branch's issuing authority.
