The Provisional Government of the Northern Region was a White movement administration established at Arkhangelsk in August 1918 following Allied intervention — British and American troops landed at the port that same month, and the anti-Bolshevik government existed largely under Allied military protection. Its paper currency was an immediate practical necessity: the Bolsheviks had cut the region off from Moscow's financial system, and local commerce needed a medium of exchange.

Printing in Arkhangelsk rather than abroad kept production under direct government control but severely limited technical quality. The notes were produced under wartime conditions on whatever equipment and stock was available locally.

The government collapsed in February 1920 when Allied forces withdrew and Red Army units advanced on the city.
