The Far Eastern Soviet of the People's Commissars was one of dozens of regional Soviet bodies that issued their own currency during the civil war period, when central Bolshevik authority barely reached beyond Moscow and Petrograd. Chita, Vladivostok, and the surrounding territories were contested simultaneously by White forces, Japanese interventionists, and rival socialist factions — making any single issuing authority's notes genuinely precarious instruments.
P#S1183 belongs to a regional emission that had an uncertain lifespan almost from the moment of printing. Many notes from this Far Eastern series were superseded or repudiated within months, which keeps surviving examples genuinely uncommon rather than just catalogued as scarce.
