Pick 44 is one of several Tsarist-era designs that outlived the regime that issued it. The Provisional Government, having no time or infrastructure to produce entirely new currency after the February Revolution of 1917, simply continued printing pre-existing State Bank notes — including this one. The note circulates, therefore, under two governments simultaneously in the historical record, neither of which issued it in the strict sense.

Significant quantities survived into the Soviet period, where early Bolshevik monetary chaos meant even Imperial-issue paper remained in transactional use well into 1918 and beyond. High-grade examples are common enough; the interesting ones show the wear of that prolonged, turbulent circulation.
