The 1947 Soviet currency reform was one of the more punishing monetary operations of the postwar period. Issued on 16 December 1947, the new notes replaced wartime currency at a rate of one new rouble for ten old ones for most citizens — effectively wiping out savings accumulated during the occupation years. Black market wealth and hoarded cash were the primary targets, but ordinary workers caught with more than 3,000 roubles in savings faced the same confiscatory exchange rate.
The "15 scrolls" designation distinguishes this printing variant from the later 16-scroll type issued in 1957, a detail critical to accurate cataloging since the two are visually similar at a glance.
