Democratic Kampuchea abolished money within weeks of the Khmer Rouge seizing Phnom Penh in April 1975 — the National Bank was blown up, and currency was declared an instrument of capitalist oppression. These notes were printed but never issued to the public. The entire series exists solely as unissued remainders, which is the only reason any survive at all.
Pick 23 is among the more commonly encountered pieces from this phantom series, but "common" is relative for a note that never once changed hands in commerce.
