Vlorë's 1924 emergency scrip belongs to a narrow band of Albanian local currency issues produced during the political chaos that followed Fan Noli's government and the eventual seizure of power by Ahmet Zogu. The central banking apparatus was effectively non-functional, and coastal municipalities like Vlorë were left to manage small-denomination liquidity on their own terms.

The "qint" subdivision — one-hundredth of a franc — reflects the gold franc standard Albania nominally maintained before the Lek replaced it in 1926. This note predates the National Bank of Albania by two years.
