Azerbaijan's first post-Soviet coinage was issued in something of an administrative scramble — the country had declared independence in August 1991 but lacked the infrastructure for domestic minting, and the aluminium 1992–1993 series was produced abroad while the new state was simultaneously fighting a full-scale war with Armenia over Nagorno-Karabakh. The aluminium composition was a practical concession to both cost and supply chain constraints in a newly independent economy operating under severe stress.

The KM#4a designation distinguishes this from the KM#4 brass-clad steel version, a detail that catches collectors off guard more often than it should.
