The dual-printing arrangement here reflects a deliberate policy decision: De La Rue handled initial production in London, while Fidelity Printers in Harare took on subsequent runs — a shift that placed manufacturing closer to home and supported regional industry. Fidelity was then majority state-owned by the Zimbabwean government, which made the arrangement politically notable even if technically routine.

The Masire signature is that of Quett Ketumile Joni Masire, who served as President of Botswana from 1980 to 1998. His appearance on currency alongside the central bank governor was consistent with Botswana's practice for the period.
